I received my absentee ballot today. These days I get pretty excited when I see that envelope in the mail. Admittedly, earlier in my adult life I wasn’t too interested in politics. I was too busy doing other things. I guess I never had a reason to care. After all, it was easy to buy a house back then, and groceries and gas were inexpensive. Life was relatively simple in the relatively small Sac Town.
That’s not the case any longer. Life in Sac Town is more complicated for many reasons–some of them national, some of them local. Most importantly, Sacramento is now a big city that demands a competent, attentive, and forward-thinking government to serve its diverse community impartially and responsively, and we as citizens have an acute responsibility as voters to ensure we have such a government.
The bad news is: We currently do not have such a government. The good news is: It’s election time again, and we have the option of choosing a mayoral candidate who seems to genuinely want to force us out of “park” (forgive the bad pun), and into first gear. Is he the perfect candidate? No. Far from it. But is he better for the city than the sitting mayor? Yes. By far. And tonight as I watched the 10/14 city council meeting on video via the city web site, I was painfully reminded why.
But back to the ballot again for a moment. It truly is a blessing to be an American and have the right to vote, isn’t it? But the blessing is not free. One of the many costs of freedom is the responsibility incumbent on each of us to ensure the mission of our government is being carried out impartially and responsibly at all times–especially at the local level where we have a higher degree of influence. We do this by voting for the best person for the job, and by monitoring our government’s practices, decisions, expenditures, and so forth, and SPEAKING UP and demanding change if/when we discover opportunities for improvement and/or malfeasance.
It seems to me many Sac Town residents (and the local media), have by and large done a crappy job of watching our local government in the past 8 years. Maybe this is because in better times we didn’t need to. But these aren’t better times. Crime is sky high and budget dollars have all but disappeared. These are drastic times. And drastic times call for firm and reliable leadership. Leadership that is responsive, accountable and responsible with our dollars.
Unfortunately we have very little transparency at city hall (the mayor won’t even publicly share her daily appointment book!), because the mice (council members and city manager) have been playing while the cat (us) has been away. The council has grown a distorted sense of entitlement, and literally changed the definition of public service to suit itself. An example of this is how curtly city council members treat residents who take their precious time to come to the city hall and share concerns. The council treats them like common thieves at her majesty’s mercy.
Think I’m exaggerating? Have a look at the video I referenced above. In the “Jump to” drop down menu below the video, select “John Dahilig - Code Enforcement.” Listen to Mr. Dahilig implore the city council to do something about the CC&R violations in his neighborhood in North Sac. Watch and listen in horror as Fargo and Pannell treat him like a transient. Also, check out the one labeled “John Dahilig - Conflict of interest” (about the complaint filed by Citizens for Accountability against Ray Tretheway for his Sac Tree involvement) and watch Fargo staunchly defend Rayzor Ray’s honor and declare the complaint moot because Ray recuses on all Sac Tree related business.
At the end of the video spot about Tretheway (you gotta love John Dahilig, I will have more on this Tretheway complaint–this appears to be the third or fourth by a citizen) you will see Robbie Waters ask the city manager for some type of report. Fargo immediately interjects and tells the ceiling (she won’t make eye contact with Waters) that she doesn’t want to “waste any time on that..” That’s Fargo’s entire mantra; she doesn’t want to waste any time on anything that’s important to anyone besides her.
Anyways, back to Mr Dahilig Sr’s complaint about the abandoned cars and furniture, overgrown weeds, spider webs, and myriad of other violations he has tried to report. He suggests the city should be more PROACTIVE with its 38 code enforcement units, and maybe even leverage the police force to assist with identifying eye-sore violations and reporting them to the city. Mr. Dahilig says he has called the city multiple times and they are not responsive. He also echoes what many of us have been saying ad nauseam: SACRAMENTO IS THE CAPITAL CITY, WE SHOULD BE SETTING THE EXAMPLE! He also boldly states Sac is one of the dirtiest cities (and if you listen closely, you can hear–I think–Fargo interject “nooooo”).
Fargo reluctantly tells Mr Dahilig: “At this time we have more of a REACTIVE PROCESS for code enforcement…” What an understatement. Fargo’s entire administrative policy is REACTIVE. That is why the city is in such disarray. Fargo is a firefighter. Trouble is, she doesn’t work for ther fire department. She and the city are always fighting fires because they do not have the planning skills their council seats demand.
But if Fargo’s response to Mr Dahilig’s heartfelt concerns was a laugh, councilwoman Bonnie Pannell’s was a riot–of tragic proportions. Bonnie Pannell proceeds to lecture Mr. Dahilig like he is a public nuisance who has committed a criminal offense by suggesting the city is not being responsible in its enforcement of code violations.
Apparently Judge Judy Pannell doesn’t like the implication that the city is a SLUM LORD allowing some of its outlying neighborhoods to transform into burned-out slums reminiscent of those depicted in I Am Legend (Does “The Compound” apartments ring a bell?). Pannell gives Mr Dahilig a stern lecture and SLAMS THE DOOR SHUT with a truly unforgettable line I can only hope her future opponent will play over and over and over ad infinitum: “there’s no way to change the system………………………………. unless we get more money.” (Message to Bonnie: Code enforcement fines is a way to get more money!).
There is NO WAY to change the system.
Sound familiar? That’s right, the pessimistic fruit does not fall far from the tree. Pannell appears to be just as negative, dismissive, and arrogant as her consensus-building leader.
You call this leadership, Mrs. Fargo? You call this progress? I don’t. You and your staff lack the most rudimentary customer service skills taught in nearly every respectable company in the United States. You could all learn a lot from private enterprise. The first thing we would instruct you to do is lower your council PERCH so it is FLOOR LEVEL with the podium so residents, your customers, the people you serve, are not forced to look UP at you. If anything they should be looking down on you; you serve them, not the reverse! Next thing we would teach you is to get those computer screens out of the way so we can see you all. For all we know you could be watching episodes of Sex in the City while we are addressing you! I could go on and on… and I will….
NO RESIDENT SHOULD EVER BE TREATED LIKE MR DAHILIG WAS TREATED. Pannell never even acknowledged his frustration or showed an iota of empathy or compassion. I bet he walked away from this council meeting wondering why even came in the first place, and vowing to never return. That is the kind of discouraging, accountability-less culture Heather Fargo has created at our city hall.
Watch the video of the city council meeting if you get a chance. And tell me: Is this a city that appears to be working for everyone? Or is it only working for a few select neighborhoods and corridors–such as Fargo and Tretheway’s South Natomas neighborhood, where–here we go again–the city just shoveled $459,000 into a new playground at the South Natomas Community Center. Where did they get the money? I thought we had a $58 million deficit? According to Fargo, she says it is “South Natomas-only money.”
South Natomas only money? I thought we weren’t supposed to distinguish between the two Natomases? Smells like an earmark to me.
Looks like the city has been sitting on ONE MILLION DOLLARS for “South Natomas Neighborhood Improvements” while at the same time they are browning out fire stations, slashing our police budget, and denying residents mandated public services (like a fire station). Bear in mind insurance funds covered the new playground at Jefferson Park to replace the burned down Fort Natomas (which was mysteriously leveled by a wayward teen from Placer COunty who was only “trying to keep warm” one freezing cold night in May).
In conclusion, the city council is not serving the people as it should. It is clearly not treating its residents like CUSTOMERS, despite its boasting about the 311 service and everything else. That’s all lip service. Our council has forgotten they are public servants. NEVER should ANY resident feel intimidated or nervous to “address” the council. That is disgraceful. Residents should feel at home in THEIR city hall, not like they are addressing parliament.
I once worked for a fantastic leader who, shortly after promoting me to a management position, scheduled my first one on one with her in her office. As soon as I sat down, she tossed me a freshly revised org chart (example) with my name towards the very top. Before I could even look at all the names of the people under me she said, “Flip it over, it’s upside down.” Her point was that I was to serve all those people “under” me, not the other way around.
That is a lesson I have never forgotten, and one our mayor and council have evidently never been taught. I hope KJ gets it, and I hope he can teach it to them because many of these people do not come up for re-election until 2010!
My periphrastic quest for a one line synopsis of Sacramento’s well-documented ills has finally concluded. It hit me as I watched the city council meeting video. The problem with Sacramento is the city council.

hi joe. i love parks. but I do not support the south natomas community park build right now. i think it is very irresponsible of the city with all the public safety cuts happening and the budget situation. i am also very surprised that so many residents happily accepted those precious dollars for a playground that will not make their community any safer at all for their children. then again joe it is election season. ray tretheway thanks everyone for breaking records to get all this stuff approved, but we all know the only reason it got approved so fast was because heather fargo pushed it through so it could be in the books before the election. did you know the building of that playground with all the volunteers starts in nov 4, voting day? is that coincidence? i dont think so. heather fargo is a sneaky politician and all she cares about is votes from south natomas. i think it is disgusting.

Anyway, I get what you are saying. The crap that comes out of the council chambers is really amazing. If you get a chance and actually attend a meeting, watch the body language of the council members when someone says something they don’t agree with. It is like watching an 8th grade debate. Truly pathetic.
City Fireman: The insult is clearly on Fargo; you are the kind of firefighter whose JOB is to react.
I don’t know if I could sit through one of those meetings. The arrogance is so thick you could cut it with a knife. I don’t do well in those environments. I think the first time one of the said “they system can’t be changed” I’d blow a fuse. By the way, I was going to add this but forgot. Mr Dahilig SHOULD have been treated like this:
“Mr. Dahilig where do you live exactly? How long has this been going on? Have any of your other neighbors complained that you know of? Mr Dahilig we are very grateful that you took time out of your life to come down here today and share you concerns with us. As your city council we are committed to making Sacramento the MOST LIVABLE CITY not just in midtown, but in EVERY town, and we can only do that if citizens like you come to our meetings and tell us how to serve them better. Thank you kindly for coming today and you can rest assured someone from the city will be following up with you personally before close of business tomorrow.
THAT is how it’s done. Let me get in there for a a few days. I will gladly train the city council on these basic customer service principles… for a nominal fee, naturally.

Young Joe, when I was a young fool like you I had delusions of grandeur in our city and county government ranks, too. But in time, like a river rock, my sharp edges of compassion and empathy and duty were worn away and smoothed over by the rushing waters of thankless fools parading in and out of my office like beggars at a soup kitchen, demanding my attention, demanding the shirt off my back, sucking the blood and life right out of me. In time I became apathetic. I grew cold. I grew to despise most of the dolts I serve. That is how most politicians with tenure get. They get angry and they don’t give a good damn about anyone but themselves. This is what you are witnessing at city hall. Pannell is right. There is no way to change the system. Government will never operate asd smoothly and as politely as private sector. We don’t get paid enough.
Joe you are so out of touch. The city council is not in place to serve you. You are in place to serve the city council. Geta clue!
Joe, I don’t blame you for lacking the drive to attend a council meeting. I look back at the 4 hours I sat there, and those are hours I will never get back, lost forever. Those idiots in the council need to go. The city would be better off with no one up there. Fargo is the worst of the bunch, followed closely by Pannel and Tree-away. Hammond is concerned about hiring female firefighters (to hell with the most qualified) and she could care less that highly trained firefighters leave the city of Sacramento go to work for Roseville, etc. Fong likes to hear himself talk, and talk he does. Cohn doesn’t even bother to attend the meetings. And McCarty….does he even understand what it is that he is supposed to do? I don’t think he does. The other two are okay. It is quite depressing when these are the elected leaders in the Capitol city of the state of California. Pathetic.
City, I agree that Sheedy and Waters are the only two of the bunch who are tolerable. I think most people know when I say “the council” who I am referring to, the Richie Ross Bunch.
Too bad Sheedy was one of the big guns behind the corian cat cage expenditure. I was really disappointed in her for that vote. The whole cat thing was… enough said.
As for the other ones you mentioned, I could not agree more. I am just hoping Sacramento residents will start demanding more from the city. We need to REDEFINE the meaning of public service in Sacramento. I truly believe this.
We need leadership that serves both liberals and conservatives and treats ALL residents with zero prejudice. Right now we are under the rule of a liberal CAESAR. Her patronizing tone alone is enough to send you through the roof. Who told this person she was so important? Has she no humility? Has she no sense of respect for the peopple like Mr Dahilig? How could she allow a staff member to talk to him like that? Has she no compassion for anything other than the gay community, animals, and trees?

I watched that meeting and I was floored by the rudeness of fargo and pannell. My gosh we get it there are only 38 code inforcers but this guy has called and called . Other neighbors have complained hey you want to get money for more code enforcers? Give them huge fines for leaving non running cars up on blocks weeds a mile high, etc. Attach leans to the house. You might not be able to change things right away but HOW RUDE can you be to this guy. Then they rolled their eyes when trethaway and the trees were brought up and made it sound like his beef was the natomas celebration. Maybe if you shut your mouth and opened your ears you might have heard what he was saying!!!!!

Since money seems to flow like water in Sacramento, 10 million for Sacca, 10 million for Nassi, millions for Friedman on 16th Street for fancy condos and fancy restaurants, millions for the Ponzi Man at Nehemiah for some development over by the river, millions for McCormick and Shitz, 10s of millions for anybody who wants to open a fancy restaurant or bordello on K Street, and millions more from SHRA and CADA for this and that millionaire….
I think now they can give the Rubicon 30 million and Jack’s Urban Eats 15 million dollars for enhancing the quality of life…and then give that Chinese dude 60 million for his nightclubs and eateries that attract most of the 20 and 30 year old singles from Folsom to Davis to 16th Street…
The Library is good and a great place, if it is ever open, but how about another 10 million for a good bookstore with cafe…everybody else has got one, why not Sacramento?
I am sure Ray Kerridge and the organized crime family he has assemble downtown can come up with a few extra bucks…they seem to be able to do it for the Magoofs, why not everybody else?
By the way, a competent building department in Sacramento has become a total useless incompetent mess since Kerridge and his “family” have taken over…
Hi Joe! I heard about you and this site for the first time on 1380 today. I’m trying to figure out ways to make my local neighborhood better and safer. Have you noticed that Sacramento has become one big garbage dump? Look on the side of the freeways…disgusting! Oregon has beautiful cities because there is a zero tolerance policy for littering. We should enforce the fines here! What’s a good way to start cleaning up Sacramento?
HI Rob. Thanks for dropping in. You already said it: enforce fines. Code enforcement is very profitable in many cities if managed right. Same with stoplight camera enforcement. Our city has actually outsourced the stoplight camera program to the Sheriff because they were operating at a LOSS! Unacceptable. Put qualified business people in charge of these programs. They could all be very lucrative if managed right
